There is no such thing as a "safe" capacitor! They are filled with SMOKE and that smoke is DEADLY. ALWAYS let the smoke out of the capacitors before attempting to handle them! This should only be done by PROFESSIONALS. Do NOT try this at home. Always assume a CAPACITOR is holding a charge.
